secretion policy initiatives to strengthen Sino-Lusophone relations and enhance cooperation in various sectors through enhanced access to bilingual public services, research, cultural exchange, and international cooperation.

　　I. Introduction
In line with the development strategy for Sino-Lusophone cooperation, which focuses on "strengthening communication, consolidation of foundation, and stepping up cooperation", the Government aims to deepen the friendship and cooperation between Sino-Lusophone regions through entering a new era of collaterals. This initiative showcases our support to the organization and strengthening of the close-knit network of communication and cooperation comprising Macau's residents, centralized and local governments from Portugal, Brazil and other Lusophone regions, overseas Chinese communities, and enterprises, illustrating the significant role that Macau plays in positioning itself as a supporting city for Sino-Lusophone relations "with economic and trade cooperation as the mainstay, cultural as an enhancement, and multinational cooperation as expansion".

　　II. Objectives
In order to achieve the planned objectives, the Government has outlined various initiatives relating to economics, culture, and research across the Lusophone world:

1. 　　Economic Initiatives

   • Enhance bilateral trade opportunities by leveraging the Economic Bureau's "Economic and Commercial Exchange Platform with Lusophone Countries".
   • Support the construction and development of the Sino-Lusophone Cooperation Industrial Park in_g.
   • Implement enabling measures in the "Regulation on the Investment and Operation of Capital" to attract investment from Lusophone regions and their residents.
   • Organize and support economic, trade and cultural exchange activities between the Guangdong-Hong Kong-Macao Greater Bay Area and Lusophone regions.

2. 　　Cultural Exchange Initiatives

   • Establish and expand cooperation with overseas Chinese organizations in Lusophone regions for cultural exchange and tourism promotion.
   • Encourage the teaching of Portuguese and promote knowledge of Lusophone cultures, including the offering of the "Cultural Exchange Program" for government departments and high schools.
   • Digitize Lusophone-region cultural materials, such as newspapers and books, provided by overseas Chinese organizations and residents, for public access.
   • Upgrade the "digital heritage" program to enrich its multimedia content and update its Lusophone-region map and information.
   • Provide user-friendly bilingual services in government hotspots, museums, and libraries to cater for the diverse languages.
   • Encourage knowledge exchange and foster connections through cultural and educational trips for high school students to Lusophone regions.

3. 　　Research and International Cooperation Initiatives

   • Support academic and research institutions in establishing cooperation with Lusophone regions for joint regional studies.
   • Promote Macau universities' engagement in international publishing of academic works or research projects related to Sino-Lusophone cooperation, and to attract students from Lusophone countries to study in Macau.
   • Encourage and assist in the carrying out of projects by the Sino-Lusophone Cooperation Development Fund aimed at fostering cultural exchange, research, and technology innovation.

To reduce duplication and enhance effectiveness, relevant bureaus and departments are advised to promote cross-sector collaboration through joint events and facilitating third-party involvement.

　　IV. Economic Initiatives
In the economic sphere, there has been a concerted effort on diversifying trade initiatives, making city investment more attractive, and fostering economic exchanges through various platforms. Further coordination and support has been delineated to encourage financial investment from Lusophone populations and ensure preferential treatment in evaluation and use of vocational qualifications.

1. Economic and Commercial Exchange Platform

• Increased transparency and awareness regarding investment opportunities and commercial activities within local and Lusophone business circles.
• Liaison with local operators in Lusophone regions and local representatives for commercial and investment opportunities.
• Facilitate networking opportunities between local SMEs and Lusophone enterprises to provide investment and market intelligence.
• Organize local trade delegations to explore potential opportunities, and sponsor the development of export projects.

2. Investment and Business Cooperation

• Implement incentives for Lusophone investment of non-refundable capital into various economic sectors, including cultural and creative industries.
• Provide assistance in processing visas and business establishment across sectors and encourage Lusophone investment through addressing financial and legal barriers.

1. Investment and Support Subsidy Program

• Implement subsidy programs for local fiscal and tax incentives targeting individual and Lusophone enterprises' expenditures in economic and commercial exchange.
• Provide technical and financial support to SMEs for international trade and foreign investment promotion, facilitating the development of investment projects.

　　V. Cultural Exchange Initiatives
Through a variety of cultural exchange platforms, programs, and strategies, efforts are being made to expand the knowledge of Lusophone languages, cultures, and the necessities of cultural heritage preservation with the aim of fostering communication and exchange between Macau and Lusophone regions.

1. Cultural Exchange Programs

• Promote exchanges, seminars, study tours, and exhibitions in collaboration with Lusophone country cultural institutions and overseas Chinese organizations.
• Facilitate project funding and HR support for government departments to carry out cultural exchange activities.
• Sponsor and organize small-scale local and international performances for cultural exchange purposes.

2. Promotion of Portuguese as an Official Language

• Integrate Portuguese training and content into government training programs and communicate its importance to civil servants.
• Participate in and organize language and cultural exchange platforms.
• Facilitate Portuguese teaching and certification courses to civil servants, police officers, and public firefighters.
• Provide internships and exchange programs for high school students to Lusophone regions.

1. Multilingual Learning & Exchange Program

• Promote Portuguese learning through organizing events, conferences, and competitions with overseas Chinese organizations and Lusophone institutes.
• Support Lusophone-related exchange programs for high school students visiting Lusophone regions, providing opportunities for communication and cross-cultural exchange.

1. Academic Publishing and Research Support

• Organize and sponsor conferences, lectures and events on Sino-Lusophone exchange and cooperation.
• Support and develop Macau University-affiliated research centers dedicated to Sino-Lusophone regional studies.
• Support the printing of research and academic work related to Sino-Lusophone relations by target faculty members and students.

　　B. Higher Education Bureau - University and Sino-Lusophone Cooperation Development Fund

1. Support of Strategic Projects

• Utilize the Sino-Lusophone Cooperation Development Fund to facilitate the development of cultural exchange, scientific research and technology innovation projects.
• Organize, support and coordinate projects and events concerning energy conservation, green finance, oceanic and environmental sciences, female entrepreneurship and health research.
• Facilitate participation of researchers, students, and professionals from various Lusophone regions in research projects.
